I was watching a snippet of an ep last night, and Hannibal said: "... a shark like Decker..."
How did he consider Decker a shark?
What was he saying with that description? What does Hannibal think that means?

I guess it means someone who, when he attacks, draws blood and kills, i.e. that Decker can be very dangerous. Maybe also that Decker can appear when someone does not expect him?

They know he's very by the book though. In the same episode they said something about how he was a stickler for rules. I can't remember what it was now though.
